Open in ps7 as a jpeg, convert to tiff to work on it. Apply curves to brighten the picture, (actually I did this twice because I was interrupted and gave it a second pop to see what happens...maybe it is too bright now, you decide). 2nd, I gave it My Veliva action, medium, in ps7, a free action I found on the web, to punch up the color a little...
Then Unsharp mask...150%, radius 1, threshold 1. Resize and convert back to a jpeg for posting. -Nick

In Thumbs Plus, I gave it a sharpen even less for an overall sharpening of the entire picture. As a general rule, you should not do this because you're working on a picture as a jpeg, adding to degradation but I still do this fairly often for posting as a last step. -Nick

What I did here was to remove the people, slightly adjust perspective of the entire thing to make the building look a bit more upright, and cropped to use the palm tree as an edge, or frame.
I then brought up the gamma. or density of the bottom of the image only,
since I didn't want to lose any more of the texture of the building to overexposure, then converted to lab color and sharpened the luminosity
channel. I used a 1 pixel radius and 25% amount and hit it three times. It looks like a bit too much, but I think that has to do with the small jpeg file.
I would suggest checking into the books by Freeman Patterson. He has done several good books on composition and photo design, and they are cheap enough to get them all -TJ

I applied unsharp mask 180% radius 1 threshold 0. Possibly I could have used a bit more. I
found the bright area on the roof in the upper left to be distracting and I thought the roadway in the lower right was uninteresting so I cropped
slightly to reduce both of those areas while retaining as many of the flowers as possible. -Ron Z
